While it took a good sixty years for Steve to join the Avengers-SHIELD family, it really all started with him, Bucky and Logan.
Steve and Bucky grew up as best friends and brothers in all but blood in the years before World War II. Despite a deep-seated desire to join the army and fight for his country, Steve had some major problems with his lungs that left him unqualified to join the army. When both he and Bucky were teenagers, they lost their adopted father (Logan).
Eventually, Steve became Captain America and was frozen in ice, to be thawed out to join the modern-day Avengers team.

Despite Steve’s family being about the same size as Coulson’s now (i.e. one of the bigger family groups), it really all started with the relationship he formed with Tony. It took Steve a lot longer to adopt Tony than Coulson took, however. Despite being chronologically older than Tony, from appearances, Steve actually appeared younger. And while stepping in was easy and caring about Tony was easy, Steve constantly second-guessed that urge to make things official. Howard Stark hadn’t been the best father, but he’d still been one of Steve’s friends.
Tony might have been the first one that Steve adopted, but he wasn’t the last. And, in fact, their relationship is often the one that everyone points to in order to show how well the Avengers-SHIELD family works, given Tony’s reputation and actions before Steve came into the picture.
Steve hasn’t really moved as quickly as Coulson has when it comes to adopting his children, but he doesn’t care about them any less. Doesn’t love them any less. He has a very similar relationship to his daughter, Jessica, as Coulson has to his own daughter, Bobbi.

He’s (probably) still a virgin.
One of the only times he wasn’t responsible as a child, he got himself a father out of it. So he’s pretty happy about that. But really wouldn’t recommend sneaking into a circus without paying for it. Or anywhere you shouldn’t be.
